It was launched on November 17, 2007, from the TYMSC launch site using a Proton-M/Briz-M launch vehicle. The satellite is configured as A2100AXS, with dimensions of 5.5 meters in length and 2.2 meters in diameter, and spans 26 meters when fully deployed. It has a dry mass of 2000 kilograms and was launched with a total mass of 4385 kilograms. Equipped with 52 Ku-band transponders and 2 Ka-band transponders for communication purposes, it also features two deployable solar arrays and batteries for power generation.
