Launched on June 10, 1999, from Cape Canaveral Air Force Stations SLC17B launch pad using the Delta 7420-10C launch vehicle, it was manufactured by LOR and is owned by GLOBT. The satellite has a BUS and configuration of LS-400 with dimensions of 1.5 meters in length, 0.6 meters in diameter, and a span of 12 meters.
