The COSMOS 2316 [GLONASS], also known as Kosmos-2316, is a navigation satellite launched by Russia on July 24, 1995, from the TYMSC launch site using a Proton-K/DM-2 launch vehicle. With dimensions of 4 meters in length and a diameter of 1.5 meters, it has a span of 7.8 meters due to its solar arrays. The satellite weighs 1300 kg at launch with a dry mass of 1200 kg. It is powered by two deployable solar arrays and batteries. Its mission is navigation, and it was designed for a three-year lifetime. Manufactured by POL, the spacecraft features a cylindrical shape augmented with antennas and panels, stabilized in a 3-axis configuration. The satellites payload is designated as Uragan No. 80L, part of the Uragan constellation managed by VKS/IACG.
