The satellite was manufactured by POL and operated under VVS ownership. It has a configuration of 3-axis stabilization, with dimensions measuring approximately 4 meters in length and 1.5 meters in diameter. Its span is 7.8 meters, featuring a dry mass of 1,200 kg and a launch mass of 1,300 kg. The satellites primary mission was navigation, carrying the Uragan No. 69L payload, and it utilized two deployable solar arrays with batteries for power. The spacecraft operated for about three years following its stabilization on January 30, 1992.
