With a dry mass of 1200 kilograms and a launch mass of 1300 kilograms, it measures 4 meters in length with a diameter of 1.5 meters and has a span of 7.8 meters due to its deployable solar arrays and antennas. The satellite is configured as a 3-axis stabilized spacecraft equipped with two deployable solar arrays and batteries for power generation. It was manufactured by POL and serves the purpose of navigation as part of the Uragan constellation, designed for a three-year operational lifetime.
